The bump when I could find it didn't feel external, I've had a pimple on my testicles when I was a teenager and it didn't feel like that.

Sack size is fine, doesn't appear inflamed or enlarged at all.

There's no pain, the bump when I found it initially felt mildly tender but I wasn't exactly being gentle with my handling of it. It wasn't like I jumped from a sudden sensation of tenderness or anything but it wasn't like I was touching something completely without feeling either

My guess would be a minor skin infection but i don't have a pair to examine myself so i cant say for sure.
If you're worried just make an appointment and talk to a dr. Testicular cancer is really uncommon in younger men
