When you can't compliment someone, tell them they dress well/have style. Safest option as long as they don't dress worse than the average.

-You compliment something completely subjective
-Not strictly associated with love, romance or physical attraction (unlike figure, eyes, hair, etc.)
-Not "serious" enough to flatter them but makes them feel good
-Doesn't come off as flirty unless it's intended
-Doesn't sound like you just said something to "get it over with" (unlike generic shit like "You're so kind", "You're always ready to help")
