Is flat out saying "hey, let's go on a date sometime" good enough or should I tell a specific date and time? I feel like the latter is more smooth. But then again, I've always been rejected, never tried that one out before.

Specific time, activity and location is better but if you're attractive enough you can pull anything. Given your record you're probably not attractive enough.

No I was just socially autistic. I have a girl that I'm 95% sure is into me and I'm tired of her hard to get games so I'm ending it one way or another. I'm attractive I promise, that was back in high school

A huge part of attractive ARE social skills, specially as a guy but if you're so sure, it's worth a try.
>"hey, let's go on a date sometime"
Is not ending shit. It tells her that you're interested, which is good but it also creates pressure by making it so official. Besides, she can easy dodge with "Yeah, we should" or even "Maybe".
Something like "There is a cool X on day X, wanna come?" does the job too and is a clearer YES - NO question.

Well, I could change it to "Sunday night" which would be come an affirmative. I don't really know of any events, I just wanted dinner or whatever. If she gives a half answer I'd just assume no and move on anyway

I love you

What, are you going to get a perm or something? Don't wait, especially if you're playing shitty mind games, do not give her time to plan anything
