Don't. It's called using cue cards

write it down and transcript it over and over.

We are allowed to use 5 note cards, so that could work

Why do they care how many cards you use?
7-9 minutes is nothing by the way. I regularly do 15-20 minute presentations and feel like it's too short. Your biggest challenge will be to not talk for longer. You should practice once or twice in advance and time yourself to make sure it's actually 7-9 minutes, which incidentally will help with memorization too.
Just learn what you are going to talk about and write on a paper the subjects that you are going to talk about so you remember everything

It helps to think "whats the worst that can happen?" Youll deliver a poor speech, and just get light clapping as you sit down
So most people find me to be a decent presenter. My method is to write down a script of everything I want to say word for word, then turn that script into note cards (just the main bullet points). Then, practice my presentation out loud, using my note cards as guides and referring to my script if I feel like I need to. By the time I'm actually presenting I know the material well enough to not reference anything.
