maybe what I'm going to say is obvious, but the meth addiction has to be dealt with. I'd guess that part of the stealing and not trying to look for work stems from this. despite their best intentions, your parents aren't doing what's best for him by turning a blind eye to his drug problems. By all means, it's their roof and their word is law, but why would they expect the situation to improve by continuing to go on this way?

Because he has "good intentions" and "going through a rough time". I just got done talking to one of my siblings and they are saying that's what he's telling them daily. Playing the pity me card but not doing anything about it. He's already been caught in my parents bedroom yesterday in the middle of the night. When asked why, he just told them "Oh I thought this was my room" and walked out. I'm genuinely concerned for them.
