How can I post a picture here from my phone without someone being able to tell where it was uploaded from?
How could someone tell anyway?

I'm not sure but I've seen it allegedly in threads. idk the merit of the statement but its made me shrug away for fear of having pizzas ordered to my house

you can't, all phone photos have exif data that show gps location for them "government purposeS"
First: Please learn to use the internet past social media bullshit.
Second: No one can tell where you're posting from. They can look at an image's EXIF data to see details about the original creation of the picture but if the image in question was not taken from your phone then it's not a big deal.
Not a big deal anyway, not like a ton of data gets stored in EXIF.

>Go to the picture in windows explorer
>Right click, properties
>Details tab, then remove properties and personal information
>Check everything you want to remove
I am using Windows 7, so it may be a little different if you have something else
Alternatively,
>open the image in any program
>screencap
>paste it onto a blank canvas in MSpaint
>save.jpg

Better yet, skip paint altogether
>open image
>screencap with snipping tool
>save directly as jpg
