How early is too early to let your dogs bark? If you have dogs

Tbh I hate shitheads like you.
why would you allow them at all? It's annoying to absolutely everybody and serves 0 purpose in the dogs own life other than OCD.
Here in my country people dont correct that behaviour and just let them howl and bark their heads off outside. At least once a year a chucklefuck who's had enough goes on a serial poisening spree in my neighbourhood. I dont approve by any means but I also get it why would somebody do it.

Check your local laws, there will be some stuff about unreasonable noises and when it's allowed.

The cops told me to call a dog warden so I did and you just get an answering machine so me and my parents sent in ten letters

Interesting question but you're approaching it from the wrong angle. It's not so much a factor when you let the dogs out, but who you choose to perform. You should be asking yourself, who lets the dogs out?
