My friend fled from his parole last year.
Can he talk to a lawyer about his options without them turning him in?
While lawyers have a duty to their clients, their duty to uphold the law is greater. So no, they'd have to report him.

Can someone acting as a substitute for him talk to them about him so he can't be turned in?

No, if a lawyer is going to act for a client, they can only take directions from the client. If the lawyer knew that your 'friend' is on the run, then they'd have to report him.
And even if he did somehow manage to talk to a lawyer, then all the lawyer is going to tell him to do is turn himself in.

Your "friend" needs to call around to various law offices and ask them for advice. He should under no circumstances go to the office in person until he has been assured over the phone that the cops aren't going to be there.
But really, there is no way around this situation that doesn't end in arrest. Even if he retains a lawyer, he has to turn himself in so he can go before a judge and get put in the system.
If he doesn't want to go to jail, it's best he stays on the run.
But I mean, he's really fucking retarded, and this will catch up to him eventually. A good lawyer can help mitigate just how bad this ends up being.

This isn't true, and a simple google search would reveal that. Additionally, if lawyers reported everyone who came to them for legal advice after having committed a crime, they wouldn't get anything else done. Even beyond that, in most jurisdictions, an individual isn't required to report a crime they're aware of, and can't be held responsible unless they actually helped, hence the term "aiding and abetting". TL;DR - don't take legal advice from retards on 4chan. If you have questions about the law, TALK TO A FUCKING LAWYER. IT'S LITERALLY THEIR JOB.
It could be as simple as calling one and saying "hey, my friend bailed on his parole, can he speak to a lawyer without being turned in?"
Do you really think lawyers want to get involved in proceedings they're not being paid for?
