Wait till the right moment.

You will scare people off if you just walk straight up to them and start chatting when they dont really know you at all.

Maybe try and get into a group assignment with her, that seems to always work with getting to know people.

Try to learn more about her; her general interests, where she's from etc., once you have these, it'll be leverage for conversation, as opposed to mindless chatter. You may even find you don't like her after all
