I have had something very that looked very similar. It extended from my neck all the way to my thighs but mostly on my chest. Sometimes i had minor itching due to the dryness, but rarely had any issues. It was enflamed whenever the weather got hot enough for me to be sweaty.

For me it was Tinea Versicolor, skin fungus that is on everyones skin, it merely shows on some more than others. On most people it shows up as lighter than your normal skin tone, but for pale old me it was the shade of red you have. Long story short i got selenium shampoo, head and shoulders has some 1%. (this was my doctors recommendation) To apply it to your skin and wait 10 minutes before washing it off, yeah it will dry. I did this once a day for two weeks and it hasnt been back since.
