Driving is crucial so id say before
In America, you are going to depend on a car if you don't live in the city. I know it is shitty now, but work up until you learn how to drive and obtain a reliable vehicle and that will be your ticket out of there. Once you have your car, you should just live out of it and save up until you can afford to rent out a place.
