There's no harsh penalties for scum in Islam. The islam you are looking for is pretty hard to find, in war torn areas and the like, you won't find it among Syrian refugees. Also, converting to islam is pretty much worthless if you are already following an abrahamic religion, Islam does not offer anything new over them.

The idea of islam you are looking for is pretty difficult to find in western (first world) countries without joining extremist groups.
All you will do when you do join it is have to pray all the fucking time, learn arabic, limit who your friends are and what you can do and then limit how far you can go out because you need to find a mosque.
