My car's right tail light plastic casing got broken. I stuck a plastic bag as a type of first aid. Rain is currently pouring down and it removed bag and light bulbs are exposed now.
I am wondering what are the chances that water will leak in and cause short circuit to car's electricity system?
Very high chance. If not directly from rain, moisture will start wrecking bulb housing and wiring.

If moisture or rain gets into the wiring or fittings it will start to corrode causing short circuits. A fuse will not inhibit corrosion.
youre going to get pulled over for safety violations regarding the tailight regardless. You have to replace the housing.
