If i were in your shoes, i would think i "may" have taken too long and overstepped boundaries with suggesting a meetup without first talking on the phone.
In my experience, i have a huge success rate with meeting up with the girl if i have first talked to her on the phone.
I say by the third or fourth message that i dislike texting, suggest we talk on the phone and go from there.

A lot of girls are only on these sites because they like being flirted with. They aren't necessarily interested in actually meeting guys. Also, some girls will genuinely like a guy who messages them but will balk when it comes to meeting up because the guy could prove to be a creep. This shit happens all the time.

Interesting advice senpai, and it makes sense that a girl would be more comfortable meeting after having heard your voice. My instinct has always been to cut the shit and ask her out after about three messages, but I'll try this next time.

Unfortunately this is pretty common, kind of hard to salvage at this point so just move on to the next.
It's very easy for a girl to flake on you on-line since the commitment is not there, she has too much power and can leave on a whim.
I usually exchange 4-6 messages then move to text. I then establish some sort of common ground or interest that she's heavily tied to (pets or hobbies are good) then move from there.
