I'm going into engineering and recently found myself in a leadership role, if I were going to choose a minor that would develop leadership skills what would it be?
What are some non-engineering classes I should consider taking?

you can get some basics but those you can read up on the internet as well, this is not something you learn without doing it
here's some tips tho:
-be firm, clear but open
-be consistent, don't play favourites
-walk the talk, if you say you'll do something fucking do it, don't promise something you won't be able to do
-show respect and be understanding, but draw the line and don't be a pushover

I guess what I'm saying is I'm not sure why it would be a bad idea to focus and direct my studies into being an effective team leading engineer, with my major being engineering and maybe a certificate or minor in something else.

are there? we aren't the ones who know your uni/college
but leadership/management is one area where i believe that while classes might give some tips, the true learning comes from experience, so iw ould suggest utilize that role the best you can because it will matter a shitload more than any course you would take
