Hey, I'm looking for some sort of screen-recording program that doesn't effect fps all that much. I'm on a tiny budget, and any suggestions would be greatly appreciated

Fraps is ok, although (iirc) the free version watermarks the video. The free version of xsplit doesn't watermark, but it's a bit more resource hungry. The best solution is to have a capture device though, although if money is an issue that might be out of your reach. I use a Razer Ripsaw, but I'm on the highest but one level of the Supported Streamer Program so I didn't actually pay for it.
One thing that's really important in terms of fps when you're capturing video is to not record it on to the same drive/array that the game is running from. Use a big thumb drive or consider getting an extra SSD.
