Two step process:
1. Chat with her the next time you're there, about anything or nothing. Then "It's fun talking with you, but you have to get back to work. When is your break? I'll buy the coffee."
2. Chat more at the coffee and then ask her out.

Small talk, and bring up how you'd like to go to the country fair and about some of the attractions. If she seems interested in the subject, stay on it. She'll ask if you're going to go. Say you don't want to go by yourself, then ask if she'd go with you.

Present her with small gifts over the course of the week. The gifts should be county fair themed, bring her livestock, farming equipment, work boots. Finally on the last day pop all the tires of her car and bring a tow truck into her parking garage. Then once she sees her car will not be able to drive offer to tow her car with the tow truck. Once she is sitting in your lap on the tow truck show her pictures of your anime collection on your phone, this will soothe her. Next drive her to your house, when she asks why you didn't take her home explain that she needed a man in her life and she shall stay with you.

this kind of approach works great.
OP, or rather ANYONE, if you dont have business cards, please make some. they can save a LOT of awkwardness in these types of situations.
like a girl? have your casual chat, then end it with
>we should continue this conversation, give me a call
>pass them your card instead of awkwardly asking about phones and numbers
the only down side is that it does put the ball in their court
