Cops don't care about this shit. Find out your town's noise bylaws and start calling them every time your neighbour is not complying. They'll act if you become a pain in their ass.

Or get a lawyer to write the neighbour with a cease and desist letter, threatening to sue them for interfering with your property rights. I don't know, I'm not a US lawyer.
