If you're 5'8" are you obligated to tell women this before a date
Not obligated, but it would save her the initial awkwardness from the first meeting.
If you're 6'2", are you obligated to tell men this before a date?

Don't believe all the height memes, just another way for people to make you feel insecure about something you can't control. You know why people try to make others feel insecure? So they don't have to self improve to feel better about themselves/ get ahead in their lives.
At 5'8, you really don't have much to worry about. The difference between someone 6ft and someone your height is 1/4th of a head. It's a little noticeable, sure, but the difference is overblown. The difference between you and the high end of average height (5'10) is so negligible you'd need to be standing right beside someone to really notice it.
Men lie about their heights all the time. I work in the clothing industry and measure guys for suiting regularly. I generally expect to shave off about 2 inches, give or take, of their stated heights. Short men are the worst about it and it's the reason women think a height like 5'8 is shorter on paper than it is in real life, they're assuming you're more like 5'5-5'6. Women can't really judge that shit when you actually meet, and they're actually likely to overestimate.
So, why do women on dating sites state "6ft+ only"? Well, a few actually do mean it. They fetishize height differences the same way anyone fetishizes anything, or they themselves are really tall and insecure about it. For most, it just looks good on paper, especially since every guy 5'9+ has 6ft on their drivers license. Most women don't care as much as anyone wants you to believe as long as you're taller than them/same height as them, and some could care less. At 5'8, you've got pretty good odds.
My honest advice? On dating sites, don't mention it if you don't have to. It's not gonna sound like an appealing trait, and it's on the short end of average anyway. Don't get hung up on it, you're honestly not short anyway. If you're still worried, get clothes that fit you well. Having shirts/pants in the right length does wonders for your perceived height.
