I normally go running after dark. Stick to well lit, fairly busy roads (run on the sidewalk, not the road ofc) and you're good.

Planning to run around the neighborhood, anywhere outside of that is literally asking to be ran over.

Pretty dependent on your location and route. I'm in Minneapolis and have trails available. I prefer to run at night. Fewer people, and since bikers will have to use a lamp you have more warning before you have a chance to dodge to inconsiderate bastards. Technically the parks are closed dusk to dawn, but I've never been hassled by the cops.

As a note, have a lamp with you, but if you are in a metro area, there will probably be enough light to see just fine without it. I find it much more relaxing. Folks they you meet on the trail will be all WTF, but except during bad weather, there is plenty of light for running.
