Is it strange for my best friend to be an online friend who lives in another country and he is of a different gender than me?

If you've never met up with him IRL it is a bit weird.

We have never met irl. He doesn't seem to want to meet me when I will be his country for vacation this summer, in the sense that he is too nervous to explain to his parents as to why he will go outside (he lives with them)

I'm sorry that's just hilarious.

I mean go outside to a tourist area outside of his town

My best friends are internet buddies from a forum/Mumble server I've been on for several years. A few of us have met each other irl, but usually only because they are vacationing in the others country and had planned to go to a bar or something.
Personally I don't find it weird, but I'm not sure how long you and your best friend have known each other. For my group though it definitely wouldn't be weird, just out of the ordinary as almost everyone is in a different part of the world.
