I agree with you, it sounds very odd. Most likely a scammer or con man. I strongly suspect that his next move will be to describe an "amazing investment opportunity" that will pay off "big" and all you have to do is let him borrow 10k money and he'll "get back at you"

some guy approached me at work (subway) like 4 years ago and did this to me. I ended up feeling obligated to grab lunch with him one time and he just did the whole spiel and basically it was a pyramid scheme

Probably something like Amway - it's the kind of thing where someone starts their own "business" and then are encouraged to recruit others. They basically just sell shit that the parent company pushes and they get like bonuses or whatever the fuck if they get others to sign up.

Happened to me once. Random girl walked up to me and gave me a comment on my laptop bag. I felt kinda flattered and then they started talking to me for a bit while I was on the train. She ended up giving me her number on a sheet of paper and asked to meet up for dinner sometime.

I hadn't had a gf in almost 2 years so I was kinda flattered even though she wasn't completely my type (had a really nice ass though). I decided to go for it, then when the day came and I went into the restaurant she became all like "So, have you ever heard of Amway?"

I instantly knew what was happening but I didn't want to seem terse or rude so just in case I stuck around for about a half hour or so to hear her spiel, smile, and nod my head. Then I thanked her and went on my merry way.

I got offered a job at burger king once while working the register at a taco bell. The pay was an improvement, but I had to decline since it was in a different city and i had no car.

Strange how people do stuff like that.
