Yeah I do this too actually, just put lip chap continuously then, I had the same issue until I started to put chapstick really often. And maybe try another kind of chapstick, Burt's bee are good

No it's probably skin that was already dry and somehow putting chapstick on made it peel off from your lips. My advice would be to reapply chapstick as soon as it dries out and make it a habit, that's how I dealt with my dried lips
