People forgets the past way to easy. There is a shit ton of ova in the late 80 early 90 that was only a couple of episodes covering a minuscule parat of their respective manga, there is also long running series of 100+ episode that still didn't conclude the manga they were adapting.

Making just one season (or back then some ova) to promote the source material is not new at all. I remember lots and lots of unconcluded old anime
