A live enemy occasionally is not what powerleveling is, at all. If the New World uses a level system like most MMORPG's then that isn't true. In most games you can only gain levels by completing quests and killing mobs. So no matter how many difficult runes a Rune Master tried to craft he would never level up. You can level up your skills within a level to a certain point but to move beyond that you need to actually level up.
The vidya that the players come from was based on DnD and in DnD crafting COSTS xp points, this is to prevent players from just grinding iron daggers to become gods and shit.
So counter-intuitively the Rune Master would improve more by stopping crafting, joining the adventuring guild and killing mobs for a few years.
