How?
In Fate Universe Ishtar is the original tsundere, having a thing for Gil. So having her take over Rin was a natrual choice.
In reality they desperatlly needed something to get Rin into FGO since everyone but her had been setup. BB/pasion lip/meltlilith were only a matter of time and covered the Sakura side of servants. So Ishtar was easy to design.
Both archer and rider versions are lackluster. She was just thrown in for Rinfags and nothing more.

Heroic spirits that require a host need high level of compatibility to actually use them as a host.
To have high compatibility, you need to be similar to them somehow.
For instance, Laeticia had her faith in god and whatnot that made her the perfect host for Jeanne.
Another example would be Zhugeliang and adult Waver, Zhugeliang actually used him as a host then promptly left his powers to Waver because he determined that Waver could do his job competently. This means that Waver's analytic mindset was perfect for Zhugeliang to use him as a host.
For Ishtar(And Ereshkigal) to use Rin as a host, Rin has to be pretty damn similar to both of them. Ishtarin's personality is stated to be more of a mix of Ishtar herself and Rin's personality.

Its also noted by Gilgamesh(Who of course knew Ishtar personally) that using Rin as her host made Ishtar's personality better, Rin's childhood with her dead father most probably rubbed off on Ishtar and influenced her personality.
