Jinzo'ningen aren't supposed to be able to power up though. They have perpetual energy generators but you can't expand those through training.

The design notes for 17 say he is designed differently from 18. 17's generator output is meant to be uncapped, but a programing error led to him being restrained. 18's generator had a limiter build in, which at the the time of her creation, allowed her to have slightly more power than 17 could use. Supposing 17 overcame his programing bug, he could become capable of much higher levels of energy output.

Gohan pretty much the one with the highest potential. Remember during Cell arc, with just one year training in RoSaT, he goes from fucking Krillin level to stronger than Goku and Vegeta even without him being Super Saiyan 2 yet at that point.

If Goku didn't give Cell Senzu bean, Gohan probably can beat him without going SSJ2.
