Shirou's ideal is completely destroyed but born from the ashes was an improved ideal that even Archer could not fight against because at that point it became stronger than his own, UBW Emiya can never fall into despair the same way Archer does because his ideal does not allow him to-or rather indirectly prevents him from doing so.
If you're talking the show though you're spot on. As I later stated in my other reply my interpretation of the show was completely off, skewered by having read the VN.
In any case it was all worth it, seeing the Blade Works being renewed in the foreground and background during the final charge is definitely something on-par with how great the VN fight was
