Nisio's favoritism for complicated people and relationships really could not possibly be more apparent. This is both true and untrue. Araragi has been sucking Shinobu's blood for a while not just as much as Araragi has actually. In the Nise part 2 novel shortly after their fight against Kagenui and Doll, Araragi sucked Shinobu's blood in order to stabilize their vamparic nature and turn Shinobu back into a girl.
>The condition of the pairing is that Araragi let Shinobu drink a certain amount of blood in order to survive. As blood accumulates, their vampire characteristics increases in proportion to that so there are times when Araragi needs to suck some of the blood out of Shinobu to alleviate those. Obvious signs that Araragi needs to do this is when they can no longer withstand the sun.

The problem in Tsuki was that Shinobu&Araragi got hook with their blood sharing ritual. Ononoki stressed the term "pacing" which means frequency. So when it is implied that Araragi could not longer give Shinobu blood, it was a death sentence to Shinobu and that is why Araragi said "Sorry!" to Shinobu.

Araragi even mentioned this mistake in their "habit".

It is not what she could switch at will. Shinobu&Araragi had been sucking each other's blood from day one. That was part of the condition of pairing. Shinobu needs blood in order to survive and each time she does that, their power increases a bit. Because of that, Araragi eventually needs to take some of that blood back to lower their power. This was demonstrated in Nise part 2.
