Rotoscoping doesn't look like this, Rotoscoping looks eerily smooth and every frame is timed in uniform. I don't have it with me, but there's that one Webm from Idolmaster(I think), where it's a couple of girls in the back of a school building picking up balls or trash from the ground and throwing it, and it looks unsettling as fuck. Kinda sad to see so much shit thrown at the series. I also question some of the choices concerning limb proportions, but hey, I made it through Escaflowne's noses back in the day, so this doesn't faze me and the overall treatment of the series is pretty nice with a great soundtrack to boot.

Regarding the story, you can kinda see why it doesn't grab people right away. The early manga was a bit by the numbers with Tatara going through the same motions as, say Ippo or other sports series, but without the dick jokes. Even Mako's arc isn't breaking out of certain sports manga stereotypes. It isn't until the arrival of Chinatsu that the cast as a whole starts to shine. She's a fun character that's explored as well as Tatara and her fiery character plays great off his meek nature and even forces him to man up, as they both try to get better together. From here the ballroom dance setting takes off as you become more aware that this sport is done by a boy and a girl together. At this point the rest of the cast also starts to play off really well off each other, especially during the training camp. The manga has been a joy ever since, with a pleasant lack of juvenile romance drama, and instead youthful passion and a certain lightheartedness as all the characters pursue their dreams.

The anime just doesn't capture the force of the dancing scenes like the manga does, it's the same problem with YOI no matter which studio you choose, there just isn't enough time/money in a TV anime series to be able to pull off the kind of animation needed to match/translate how fantastic the stills are in the manga.
