That's because it seems to have been pieced together from from a selection of other drawings. The Constanze, Jasminka and possibly Amanda are very clearly copied from this Takafumi Hori drawing, the angle of the picture matches too, although the characters have been shuffled around.

I think her concept was one of the coolest out of all the witches, together with Sucy and Constanze. Theoretically, I think her approach toward magic is the most pragmatic and reasonable way, it not only revolutionize the way witches work with magic so that they can be more efficient, but it allows the common lay man easy access to it too. But since having it be one of the solution would overshadow Akko's optimistic approach, and since Croix is too cool for they to shaft her incompletely Trigger ended up making her a villain.

That...was never shown or stated anywhere, though. Apparently, you have to have certain requirements to use magic, being magical affinity one of them. Hell even Akko, who wasnothing but a muggle at the start of the series, was allowed to LN because she met the minimun requieriments.

That's why most people are safely asuming that Anabelle and Chumlee are magic users too.
