Hands and feet are both surprisingly difficult to draw well. It's one of those things a lot of artists unexpectedly struggle with. Hands are generally a big enough part of a viewers focus that you will need to practice them quite a bit, but with feet the payoff isn't there so much. Most people won't really notice or care about lack of detail in feet, so you just sorta do what's passable. >>160879074 is pretty much correct. A lot of people into feet will complain that many artists draw boring featureless flippers and call it a day, and as long as they aren't uncanny valley territory people who don't care for feet won't complain. It's usually only when you get an artist with the fetish themselves like yomu or naturalton that you start seeing people who clearly put a lot of effort into learning to draw them well.

Honestly don't know. Some do, but I would assume that it comes back to it just being more effort than necessary that the majority of the viewer base couldn't care less about, but that would just be a guess. I've not watched Garden of Words, but I believe it used rotoscoping and it had a number of foot focused scenes.
