That's not much of an accomplishment since the bar is so low.
The circumstances that instigated her development were way too convoluted and just made her look retarded instead of desperate. I also think they should have shown more of her world, not just the battlefield but the rest of it too so it would feel like she's actually from a Berserk-tier shithole. And maybe more bonding with Mamika and her being a fish out of the water to endear people to her. Though at least I still care enough about her and Quick Quipper/Altair to see where they're going with them, team Meteora feels so hollow at this point.

The weakness this show has is that Altair barely shows up and barely does anything, and her plans are only known through speculation (which, realistically speaking, could be partially or completely wrong). I think the worst thing about them is how smoothly they adapted to the real world. Selesia had some signs of conflict with Matsubara, but then they quickly found the common ground. Yuya doesn't really care about loosing Hangaku, in fact he might even be happy about it. And then theres government basically solving most of their mundane problems with taxpayers money.

Yeah, while I find their relationship cute I'm disappointed they didn't delve too deep into the creator/creation conflict, I expected a more ambivalent relationship. I guess the staff self-inserted too hard into the creators instead of making something that would delve deeper into what being fictional means to the creations of the side we're supposed to root for.
I also expected Rui's arc to be about him wanting to stay or pointing out that his show is just a toy commercial or something, but I guess that's too cynical. But what bothers me the most is how they just go along with everything and just nod to Meteora's infodumps, they spent six months together but it's not like we feel they have some deep bond since they never talked about anything other than the plot to defeat Altair.

I think Yuuya's relationship with kubo is more ambivalent than the rest. Rui obviously doesn't care about the intricacies of how everything works, and is just in on the ride with Yuuya and he's pretty much set with the idea of determinism, since he thinks it's a good thing to have a direction, a tangible goal set for himself

I was refuting your points. The show does not actually use its concept at all. It might focus on dialogue rather than action, but said dialogue is of an abysmal quality and the cast interactions are almost non-existent. Any thinking or experimenting with ways to defeat their opponents is also absent from the series, instead replaced with baseless assumptions and a "bird cage" that only unleashes a wave of Frodos questioning how said plan doesn't just achieve the universe's destruction.

The planning and ideas are not complicated either. In fact, the show wastes countless opportunities to go into depth with them and properly flesh them out. As it stands, we just have very easy to understand surface-level ideas that are reiterated endlessly for no reason whatsoever.

The dialogue is quite decent and I believe people like you tend to overlook the character moments over Meteora's "monologues" which people confuse most of it with the way she always speaks to others.
The concept of the story is different, as long as you can make the audience believe in an idea, than that will override the reality of the characters. This is all they have to work with. They can't downgrade Altair, but they can upgrade themselves to a certain extent and according to their own continuity. They achieve a battleground that doesn't affect the universe through the plot they establish and they get positive feedback for themselves according to that. It's a bird cage, a barrier in which the crossover battles can occur in like in many other games and stories.
The last time they tried to poke holes into Altair, in which she didn't even move an inch, two of them got comatose. That's why they are putting everything in line despite knowing jack about her or whether she will show up to the fight or not.

What? What is the risk there? It's just aniplex marketing. Probably expected the show to be a huge hit as always and for her to be a beloved meme girl but the place was nearly always deserted.

The dialogue is shallow or a lecture from unexplored characters, thus having little substance and only a fragile illusion of depth. Tons of time is wasted reiterating a speech made the episode prior, and whenever Meteora's talking all else in the story freezes.

If the concept of the series is swaying an audience, then the show needed to utilize that far, far more. Even the villain greatly stretches the powers she gets from random Nico Nico videos, and Selesia received a very brief power-up that hasn't been relevant since. Nobody tries to experiment with this idea and see what flies or not, instead just painting broad strokes with baseless assumptions that everyone immediately accepts as fact. For a show about creating, it's not very creative at all.

Even the bird cage is completely untested, consisting of unsupported assumptions pulled out of Meteora and the government official's asses, and the series is wasting its time by making EVERYTHING about the plan a "wait and see" deal. Right now the series is basically in a "dead air" period until the characters reach their arbitrary "shit's done" point and we can remotely begin to see what they even wrote.

As for the previous battle against Altair, the universe nearly deleted her. Why not try to locate where she's hiding out, rush her at once, and trigger the universal deletion when she expends too much power? Why not bother trying to find where she's hiding out at all? And finally, if you have months of time and the resources of the government, why not bother trying to figure out how the villain works, what gives her power, if you can give Hatsune Miku a concert and redirect all the attention that would have gone to Altair fan art for a month or two, etc.? Like I said, the show isn't creative and doesn't try anything with its premise.

If it was meant to be a desperate rush job against a Mary Sue, then it should have just been a far shorter series both in-universe and in the number of episodes.

Take your bet, either Hiroe could only come up with a script for 21(obviously not counting the recap) eps and Aniplex of course accepted because it means less episodes to fund or Aniplex only ordered 22 eps for some weird reason since it's not a common number for 2 cour shows.
I don't think money is an issue for Aniplex, I mean just look at how much they spend on shilling, which makes you wonder why they wouldn't fund 1-2 more episodes, or at the very least specials that aren't just seiyuus goofing around, like some chibi shorts.
