In the manga (which is the only source that matters), power levels are used only in saiyan's and freezer's arc and not that often.
It was a bad idea that even Oda regrets (I think, I can't find the source right now).

People have brought it up a few times, but the easiest answer is simply that the 3rd Movie Pamphlet is an unreliable source of info. Keep in mind that this source also lists Pilaf as being stronger than Goku at the start of the series, and lists Tambourine as stronger than Drum despite that contradicting the source material.
Then again, he did one-shot tanks and tanked heavy artillery if I recall, so he has to be decently strong.

Powerlevels aside, I've always thought the Ox King is a cool fucking guy, it's a shame he's never gotten to fight anything in Z or appeared in the videogames when even Chi Chi did.
