Is there such thing as a "hot chick" type of female character who, despite her looks, doesn't have any men, or women, lusting for her?
I was thinking about how funny it would be, in my opinion of course, if such a character existed. She would be the ideal fanservice character, with all the stereotypical hot chick traits, yet no one would be lusting for her, yet on the flipside she would be oblivious to the fact she's hot if someone were to point that out.
If a character like that exists, then that's news to me!

Yup.
Used a lot actually. There are dozens of load drainingly hot women in anime and manga.
Lots of nameless NPCs and side characters are pure fap(shlick)bait with no one lusting after them.
When people bring them to the forefront, authors/creators tend to create stories and situations that make a big deal about their attractiveness. That's part of who they are as characters and something they push to help sell them.
But the authors creators of said character's no longer ignore their obvious dickability and play it up simply because they're desperate for any and all bits of attention nowadays.
Just look for SoLs with yankmeat that doesn't directly state that they are attractive or play up the characters look in the world. It's out there.
