We all know how long you last in a fight is all about how popular you are, not by logic. Logically, Tien should be fucking strong as god damned shit right now. If at his pathetic power level he could pin Cell (neutralize power levels, as seen in the Raditz fight when Goku hit for 1200), then his Kikoho should be strong enough to obliterate a huge section of the ring. Logically. But he's not popular with Toriyama or the Toei staff, and we've already seen what happened as a result.
Logically, if the distance between power levels is less ridiculous than it was in Z, Tien should be able to handle himself against most of the fighters, barring a few of the pride troopers, Hit, Caulifla/Kale, and a few others. But, you know. Plot.

I always wondered how far someone could take the Kaioken. I can understand not using a x20 with Blue. But at base? Goku figured out how to use x20 after about two months. If he'd kept going, I think a x100 would be believable.
I can imagine the scale needing to change at some point. Like x100 becomes so controlled that it starts getting measured in temperature color, like SSJ. Kaioken Red, Gold, Blue and White. Or some shit like that. Old Kai's unlock shit doesn't apply to just saiyans either, yet you don't see these stupid fucks clamoring to get that good shit unlocked.

You can argue that cell could learn from his past mistakes and be "tamed" like freeza was.
Lore wise, Cell is the stronger villain in dragon ball (Z or Super)
His Sayian cells pretty much makes him a sayian too, capable of reaching the powers of a sayian blue.
He would make the superior choice if Dragon Ball was driven by logic and good writing. Sadly, popularity is where the money is at.
Freeza is more popular and profitable than Cell. Having freeza present in super allows toei to sell freeza as product.

Frieza got sliced up, and wanted revenge. Came to earth, got sliced up again, then revived and trained so he could enact his revenge
Friezas personality never changed. He's always been a crafty schemer willing to ally himself with anyone in order to further his own goals, and whenever he loses his temper because someone was strong enough to challenge him, it was always momentary, with him regaining composure shortly after.
Cell fucking lost it several times, even before he became perfect cell. He's mentally unstable because he's an engineered being that literally cannot process that his very self was defined incorrectly
Cell could be brought back, but it would require an actual arc and maybe some bulma engineering to get him to behave differently. But the tournament isnt the place to do it
