The title in Japanese is 人類は衰退しました. Apparently 衰退 means "decay, fall" and implies weakening and waning rather than just reduction in quantity. For quantity they have the word 減少, "decline, decrease", which is used in contexts like decreasing population, but it's usually applied to numerical qualities, like population or a number of someone or something. 人類, "humanity" is less of a numerical and more of a ontological category, more like "mankind", so intuitively that word wouldn't be used there. Additionally since any decay and decadence is usually associated with dying off, you can say the dwindling of population is implied.
