Because Kishimoto wrote it as he went along and he only decided half way through to abandon the themes from part 1 and turn Naruto into a descendant of an alien god who says and does absolutely nothing wrong.

This always bugged me when I watched the show. Naruto didn't seem to give one fuck about who his parents were or even what happened to them.
