And when he realises he's being watched, he turns very cautious. Misa obtained Gelus's lifespan but halved it twice to get the eyes, meaning she only had a quarter of the total left before Rem died. Gelus strikes me as the sort who neglected his Death Note and spent all his time watching Misa, so he probably didn't have all that much life left (which is pretty dumb, if I were a shinigami I would just write a few hundred names and instantly get several thousand years and not have to worry about anything for a loooong time). Misa probably only got a few extra decades to live from Gelus's sacrifice

Rem killed L and Watari, along with however many people she killed in her lifetime, which probably wasn't all that much either because she cared more about looking after Misa than writing names. With that Rem inherited their lifespans before passing them on immediately to Misa upon her death. There are 2292 days between the two aforementioned dates, 2292 days being the total length of the lifespans she inherited from Gelus+Rem+L+Watari+possibly a few other people

If that is the total number of days she recieved, that means each person from whom she gained her extra lifespan had less than that number of days to live. This means L was due to die relatively soon regardless of Light's actions :(

As long as he kept his own identity a secret, which he could already verify that no leaks had happened, then those police officers would only act as bait to draw in Kira and by the time Kira could do anything to them he'd be a mutual target.

L did not give a shit about the lives of any of those police officers. In fact, it's quite likely he had Ray Pember drawn into the whole thing to further bait Kira, and also because he represented the only possible security leak for L's real name.
