Last I checked, swscale is still broken on Windows so any upscaling you do is going to look worse than madvr. Also I think it still has that issue where Nvidia cards cause VLC to default to sRGB cause washed out looking colors.

In short, madvr is going to give you more vibrant colors and sharper lines on upscaling.
