The reason I brought up the whole "gunha is a saint without magic" thing is that Terra's magic is designed for a single purpose.
Killing Saints.

He can ignore their speed, attacks and durability using precedence and he has a weapon that is both offensive and defensive. Any ordinary Saint or someone who mimics a Saint's power is no match for him.

Obviously Accel, Kakine, Mikoto, Misaki and maybe Mugino shit all over him. But for instance Saiai who functionally has the same skillset as a normal Saint (durable, strong hits) could never take him on.
