It's de jure illegal on a federal level under the PROTECT act, but it's usually only enforced as an adjunct to having real child porn. There's some question about the constitutionality of the law because of a 2008 case (it was a lower court so it doesn't set precedent) but the thing about the US is that you could still face obscenity charges even without the porn being outright illegal.
