Because the first girl will always, by necessity, be the most generic one of the lot. Not only is the writer more inexperienced when he starts, but it is also the "safe" option.

The writer can then take more risks with subsequent girls which creates more unique characters.

That said, Chifuyu is the best girl. Tatenashi is second though.
