What started this trope? First I remember it being used was in YYH with Hiei's black dragon thing.
Or is there some sort of cultural significance behind a single of your arms being imbued with some kind of power? I feel like I've seen a lot of one armed samurai in the nip live-actions I've watched from the 50's and 60's.

It's a samurai thing. Target the sword hand and they can't fight. It's really prominent in Metal Gear Rising where you get extra points for cutting off right hands at the wrist.
There's also the concept of the Red Right Hand symbolizing divine vengeance (a concept that is very prevalent in Japanese folklore), mostly attributed to Paradise Lost in the west.
