I don't usually post in discussions about applying real world physics to comics aimed at kids, but Rayleigh blocking Kizaru's sword makes perfect sense even outside of One Piece's joke physics. The sword was made of energy, but it was still being swung by Kizaru's human arm made of flesh and blood. The speed it was swung at would have been dictated by Kizaru's muscle strength. Rayleigh didn't need to be faster than light, he just needed to be faster than Kizaru's muscles could swing.
