Indeed, but she is easily and quickly replaced after her death or rightfully swapped out for Lise. He also idolized her too much to understand what she wanted and blocked out anything that didn't fit into his ideal of her. In the end, what he believed she wanted and what she really wanted are two different things, that overlapped for a while, but likely would have diverged more and more in time.

But once she isn't there to remind him, he doesn't seem to mind too much that its only the people who are wearing the hats who changed and the rebellions only major achievement is allowing the people to flee west, which is only a positive because the line falls. The perfect example is when he hears Beatrix out on her plan, and specifically condems the parts which overlap with the rebels, calling them naive and silly, and considers the rest of it quite viable. While blindly supporting them when they come out of Katia's mouth, believing them to be what Iris wanted.
