The timing is damning. It wouldn't hold in court but investigators use it to help find their guy.
L already knew enough about Kira to know that Kira only kills in certain regions and at certain times(this is how he was able to guess where the targets are).
So all he has to do is find criminals who are new or haven't been listed in that region, ala criminal from any other parts of the world.

Because the Japanese is clearly a sentence fragment who's ending can't be inferred. "L do you know, <the qualified subject is> -- no verb --". If you knew Japanese, the possibility of more would be very apparent if you force that order.

The English translation is bad here. "Do you know, love apples, god of death" is nonsense that you wouldn't expect to continue. The Japanese reads "Do you know, god(s) of death who only eat apples (subject particle)"
