Oda does plan a lot ahead, not every detail, but definitely a lot. He doesn't seem like a guy to me who would introduce a guy like Smoker at Logue Town already and then not think of a way how to beat him.
Haki just didn't have a place in the story before Sabaody, because Sabaody was the first time the Straw Hats were gonna be outclassed.
It irks me that it wasn't introduced in Enies Lobby a little, but I guess introducing Rokushiki AND Haki in the same arc was too much especially because Luffy was gonna learn both. Which would be like 5 power ups in one arc, which is bit too much. So Haki had to be introduced later. It was foreshadowed with Garp being able to hurt Luffy despite his rubber body though already.

I'm not saying the series hasn't changed, but it's still following his plan. Just because the presentation has changed doesn't mean that what he plans to do with the story overall has. As someone who has recently reread One Piece, Naruto and Bleach to compare the three, I can assure you that Oda puts way more effort into creating a clear structure where every plot event coming up can possibly be figured out by the audience, compared to Kishimoto and Kubo who have openly admitted that that plenty of their stories aren't planned and you can tell when reading them because tons of stuff comes out of fucking nowhere.
