The fact they grow in power so quickly when they actually do train shows that at the very least that if they had the same personality as there fathers they'd have reached there level long ago.

Hybrid Saiyans have the ability and talent, but not necessarily the desire or want to use it. The human in them seems to override the Saiyan desire for combat and conquest that drives the U7 saiyans to get stronger.

Pan might be more like a normal Saiyan though, given in the last Z chapter she was wearing a Gi entering the tournament (and beat up goten). And Satan wants her to take over his legacy.

I always hated the SSJ4. It just seemed so stupid to me. To me the SSJ was the Saiyajin overcoming his primal barbaric nature to become a true pure hearted hero, a champion to fight selflessly for others. To me it was a completely opposite aspect of Saiyajins like Super-Ego vs Id. Like with humans the Super-Ego is supposed to surpress the Id.
So SSJ4 always seemed like a stupid retarded backwards fanfic transformation to me from a guy who did not understand Dragonball lore but always cried about the Monkey aspects of the Saiyajins being gradually pushed back as the series progressed and literally just went "b-buh what about Oozaru?" all the time. The progression from SSJ3 to SSJ4 just never seemed logical to me. I could accept it as an alternative evolution route a Saiyajin could take, but not as a progression of the SSJ route.
