There was a QA after the screening of the last episode and it was confirmed right there that the producers (or just one) thought that having Akko fall in love with Andrew in "love at first sight" would undermine her whole character and make it look like she's working hard to impress him. That's why they backtracked hard on his romantic aspects after ep10 and also even cut out a confession scene between them in the last episode.

His in troduction in episode 6 was great, he was a good companion in Akko's adventure. In episode 10 he was also good and his relationship with his father was build up. But in episodes 17, 19 and 20 he didn't get any development, just became a plot device so Akko could get info, I get that at that point him being a love interest has been dropped, but everything else about his personality was kind of stalled.

Enchanted Parade wasn't the best because the main trio's relationship isn't very interesting. The TV show isn't perfect, but it's better than the movie feeling like a long episode of something like Pokemon or Precure.

Actually the 9 new witches is just Akko made it up, its not official 9 new witches actually.

So much so that she can only defeat the big bad with them.
In the anime Sucy and Lotte straight up disappear from time to time and in the final battle they are as important as Jasminka to Akko.

The real spoilers:
The missile was launched by the England’s submarine because of Croixs cube that wanted hatred all over the world.
Akko gathers up everyone as the new nine witches and makes a long broom made up by seven brooms and the Shiny Rod to stop the missile.
Chariot and Croix dresses up the seven with the white clothe which was used in the Enchanted Parade and leave the seven to go after the missile.
Andrews dad and the England government tries and fails to shoot down the missile, but finds seven witches on a broom going after the missile on camera.
The witches didn’t have enough magic power to catch up to the missile, so each one used their final power to boost up the broom and bails out like a rocket fuel tank.
Akko and Diana were to remain, but still they did not have enough magic power.
Chariot shouts out to the world to believe in them, and the world gives out their power to the two. (This part resembles to the scene of Satan of Genki-dama on Dragon Ball Z)
The two finally caches up to the missile and fights with the BEST FIGHT EVER, but gets shot down.
But the legendary broom Shooting Star saves them and the two go out to space and shoot the BIGGEST Shiny Arc EVER and destroys the missile.
In the epilogue, Croix gets taken by the Magic department but promises Chariot to find a way to cure her from the pollen. (Chariot was dressed like Ursula as usual, but her hair was red)
Akko tries to fly with her broom while everyone watching, buy fails like always.
Andrews joins up, and gives her back her hat, and FINALLY...

Akko's crush was pretty much that, a crush. Ep.10 was the most, lets say, "shippy" on her part, but then said crush was properly watered down over the episodes. She just needed some few seconds of introspection saying "oh, he's a good Friend" or something and get over it.

However, on Andrew's part, he was never shown to have any romantic to anything(ep.10 doesn't count for obvious reasons) Call it stereotypical male shoujo writing for writing him as a stereotypical disinterested shoujo male character(I blame Shimada for that) or not, it can be perfectly argued that Andrew was just drawn by Akko's personality (which made his actual point as character, being a normal PoV, incredibly shallow) and nothing more. We can even safely assume that the conversation he had with Frank in ep.22 was honest, that he's not interested in her in that way.

Akko worked fine as a catalyst for his character development, but making him a love interest was indeed a mistake. So I agree with that one anon saying that they made a favor to his character by removing the romance. If he's ever appearing in a S2 or future OVA, I hope he interacts with the other witches and have meaningful moments with them, to actually learn about the witches and magic, not just Akko, Akko, Akko, because until Akko becomes a proper witch, she is still another muggle PoV discovering the wonders of magic.
